Post migration instance fails to boot with "error: symbol `grub_efi_allocate_fixed' not found"

This document (000021510) is provided subject to the disclaimer at the end of this document.

Environment

SUSE Linux Enterprise Server for SAP Applications
SUSE Linux Enterprise Server
Google Compute Engine

Situation

After performing a migration from SLE-12 to SLE-15 utilizing the SUSE Distribution Migration System, instance fails to boot with the following error:
error: symbol `grub_efi_allocate_fixed' not found. Loading initial ramdisk ... error: symbol `grub_efi_allocate_fixed' not found.

Resolution

Reference GCP documentation regarding troubleshooting unresponsive VM's: https://cloud.google.com/compute/docs/troubleshooting/rescue-vm

chroot into the boot disk and then run the following commands:
zypper install -f grub2*
zypper install -f shim*
/usr/sbin/shim-install --removable
grub2-mkconfig -o /boot/grub2/grub.cfg

Cause

"symbol `grub_efi_allocate_fixed' not found" is referenced in /boot/grub2/x86_64-efi/grub.efi and /boot/grub2/x86_64-efi/core.efi. Those files are not updated when grub2-* rpm packages are installed until a grub2-install updates/creates the files. If this is not happening, then the system would run into a symbol error when grub tries to load.
